In the meantime

I consider that Williams should be warned not to incur

any expenditure on forming company. The position is that the Governor has cancelled the agreement and that

the promoters have failed to show cause why such

cancellation should be rescinded. Had I known that

any further consideration was to be shown I should have

long ago addressed you on this subject. There will be

no objection to payment of reasonable sum to cover

expenses of promoters up to date.
